City to hold two public meetings on Sept. 9

On September 9 at 6:15 p.m., a meeting for the City of Cleveland Employee Benefits Trust will be held in the conference room behind council chambers, 907 E. Houston Street.

The agenda for this meeting is as follows:

1. Elect chair and secretary.

2. Approve and authorize execution of Services Agreement with the City of Cleveland under which the City will perform services for the Trust.


3. Award bids and authorize purchase of various insurance programs including, but not limited to, medical and pharmacy coverage, dental coverage and life and AD&D coverage for city employees, retirees, and dependents.

4. Approve establishment of flexible spending account program under Section 125 of the Internal Revenue Code.

5. Adjourn.

Immediately following the first meeting will be a regular meeting of the Cleveland City Council. The meeting is set to begin at 7 p.m. on September 9 in the council chambers.

The agenda includes:

1. Recognition of Employee of the Month.

2. Recognition of a local residence and business by Keep Cleveland Beautiful and the City for their outstanding beautification efforts.

3. Monthly Report from chief of police

4. Public Comments: Any person with city-related business may speak to council. In compliance with the Texas Open Meetings Act, the city council may not discuss, deliberate, or vote on any matter raised in public comments unless it is specifically on the agenda. To speak during a council meeting, you must be recognized by the presiding officer and speak from the podium giving your name and address.

5. Public hearing on proposed increase in the tax rate.

6. Public hearing on proposed FY’09 City Budget.

7. Consider approval of Cleveland Economic Development Corporation’s proposed FY ’09 Budget.

8. Appointment of Cleveland’s representative to the Houston Galveston Area Council 2009 General Assembly.

9. Consider bids for sign/electronic message board to be located at city hall.

Consent Agenda: The following items are considered routine by city council and will be enacted by one motion. There will not be a separate discussion on these items unless a council member requests, in which event, the items will be removed from consent and acted on separately. The city manager will review each item.

10. Approve service agreement with the City of Cleveland Employee Benefits Trust.

11. Approve ordinance authorizing early referral of delinquent personal property taxes to law firm.

12. Approve city council meeting minutes for August 28, 2008 and September 2, 2008.

13. City Budget for FY 2009.

14. August Financial Report.

15. Adjourn.

You need to look at item #4. The children are not on the agenda and may not, by law, be discussed in this city council meeting. Take up the issue with your Council Member to get it put on the agenda in advance. "
